Black Market

Regardless of whether drugs are legal, they will be consumed.  The banned nature of these substances has not prevented the international drug trade from exceeding the GDP of 88% of the world's countries as of 2003.  Nearly 2/3 of the $300 billion generated was made at the street level, and the United States accounted for a plurality of the sales at nearly 44%.

Many countries, such as Afghanistan and Mexico, are devastated by drug lords ruling the black market with an iron fist.  Keeping drugs illegal empowers truly the worst element of society.  Considering the production cost ran about $13 billion, many layers of criminals benefited from these unregulated markets.  Legalizing drugs would eliminate the need for these markets, and many participants would seek employment elsewhere, some of them even in more moral fields.
