Two thirds of all drug related offenses were attributed to Hispanics and African-Americans, who represent under 30% of the population. The efforts of the War on Drugs are highly focused on the inner cities of America. Punishment duration for the predominately African-American crack cocaine greatly outweigh the predominantly white powdered cocaine. It takes 1/100 the amount of crack to trigger the same minimum punishment as cocaine. In 2002, over 80% of crack defendants were black, while whites and Latinos represented 2/3 of crack consumers. Legalizing drugs would fight this nearly inescapable racism and restore some sense of justice in urban environments.
